Criminal Justice Coordinating Council

Lucas County Prosecuting Attorney Julia R. Bates is a member of the Criminal Justice Coordinating Council and functions as the council’s secretary. Established in 1981, the CJCC is a local government unit formed under Ohio law. It operates with a 13-member board of criminal justice professionals, elected officials, and citizen representatives, supported by an operational staff.

Mission:

The CJCC aims to enhance cooperation and coordination among governmental units and agencies. It seeks to improve the criminal justice system through information services, technical support, analysis, grant development, research, and regional services.

Key Focus:

The CJCC primarily manages the Northwest Ohio Regional Information System (NORIS), which provides integrated criminal justice information across seven counties. NORIS supports more than 1,000 terminals and 2,400 users, handling millions of transactions monthly. It maintains criminal histories for 650,000 offenders and offers online access to 92,000 active warrants.

Achievements include:
Planning and developing

the Corrections Center of Northwest Ohio, the state’s first regional correctional facility, saving costs for the City and County.

Launching a video arraignment project

used by Maumee and Oregon Municipal Courts and the Lucas County Corrections Center.

Distributing over $1 million

annually in federal funds for local criminal justice programs.

Partnering with Toledo Municipal Court

to implement a paperless warrant system, saving over $500,000 per year.

Creating an integrated

text-based ID systemfor unique individual identification.

Deploying one of the first

electronic subpoena systems in Ohio.

Implementing a common

mugshot and lineup system across multiple agencies.

Extending database links

to state and national systems for time-saving features.

Developing an integrated

regional warrant file system for local warrants, missing persons, and other court orders.

Automating routine processes

through business process integration features.

Developing an Ohio

Incident-Based Reporting System certified by the Ohio Office of Criminal Justice Services.
